P&D Consultants

The 1950s. When swing dance was the craze and black and white television sets were introduced to living rooms. Marking this era as well was the start of P&D Consultants (P&D) - a company that would ultimately become one of the original five founding AECOM companies. Today, P&D has 250 employees in offices headquartered in Orange, California or one of its regional offices in San Diego, California; Las Vegas, Nevada; and Oak Brook, Illinois.

Referred to as the "boutique, specialty" firm within the AECOM family in its earlier years, P&D's roots began in California, Arizona, Texas and Illinois, with community planners and professional engineers providing land development, transportation, public works engineering and environmental services.  First starting as transportation firm Toups Engineering, then adding airport planning firm R. Dixon Speas, the lineage continues with an acquisition by the Planning Research Corporation (PRC), followed by a change of ownership to the Ashland Technology Corporation in 1987. P&D then emerged as the planning and development arm of PRC, and finally became P&D Technologies before P&D Consultants.

In its golden years, P&D is still providing community development planning and engineering services in California and Illinois. Master planned communities and commercial developments from decades ago (Rossmoor Leisure World, The Woodlands and Newport Center) are shadowed over time by newer projects such as Del Webb Huntley, Illinois; Aviara Carlsbad, Lomas Verdes, 4S Ranch and La Costa Glen, California. Signature golf course resorts completed by P&D, including Aviara, are joined by the legendary classics Ventana Resort, The Hills at Lakeway, and the Arizona Biltmore. 

With growth and development comes the need for public infrastructure, facilities and services, and P&D paved the way through preparing thousands of environmental clearances and managing tens of thousands of acres of ecosystems associated with the development of major regional toll roads, high speed rail systems, regional jails, courthouses, landfills, and airports. Further, we assist local jurisdictions with the translation of planning concepts and engineering designs into actual built projects through our outsourced municipal services. These include building and safety services as well as landscape installation and management.
