Government Services
In the emerging market of assisting local jurisdictions with basic building, landscape and environmental services, TCB Government Services, through its contracting entity P&D Consultants, is leading the way. As a workforce resource centered in California and Nevada, P&D offers environmental planning, landscape construction, building, facilities inspection and program management services for cities, counties and Sovereign Nations.
P&D Environmental offers sustainability planning, water conservation, ecosystem management, environmental permitting, and regulatory compliance services. Projects range from regional strategies for infrastructure, water and transportation to facility specific project clearances. P&D’s specialists define areas for future growth, accommodating social, economic and biodiversity requirements. P&D’s professionals are often challenged to handle controversial environmental issues in a sensitive manner. They do so by bringing in-depth knowledge and experience to the task, creating an atmosphere that allows involved parties to give input and participate in a collaborative manner. This approach safeguards both the client and the public interest in the review process.
P&D provides turnkey planning, design, installation and long-term maintenance specific to native species and habitat through EcoSystems Restoration Associates (ERA), a division of P&D. ERA provides ecological restoration, construction, and management services that enhance and create functional and self-sustainable habitats – including environments for endangered or threatened species – emulating natural processes and returning the land to its historical trajectory.
P&D Landscape provides landscape construction services from its base of operations in California. As a workforce resource offering landscape design, installation, long-term maintenance and construction management, P&D specializes in open spaces and public places, with a portfolio of project experience ranging from parks, recreation facilities, and business campuses to highway and infrastructure corridors. P&D maintains a full fleet of trucks and equipment which are dispatched from local yards to support our fully qualified and certified field personnel. Our landscape construction management services include daily construction management, landscape inspections and maintenance monitoring.

EcoSystems Restoration Associates
Communities are placing greater emphasis than ever before on striking a balance that compensates for the loss of native habitat while allowing the continued economic growth that maintains a healthy society. Working to enhance and create functional and self-sustainable habitats, including environments for threatened or endangered species are ERA’s scientists, environmental planners and construction crews. This team of experts creates habitats that emulate the natural environmental processes and return the land to its natural trajectory. ERA provides highly specialized and scientific services through the biological and natural resources expertise as a turn-key planning, design, installation and maintenance operation focused on creating and restoring natural, open space areas, in addition to offering ecological technical study services.

P&D Landscape provides landscape design, planning, water management, landscape maintenance and construction management services. Our in-house specialists design and construct small and large projects, ranging from commercial and recreational facilities to large-scale master planned communities and capital improvement programs. Our licensed landscape architects, engineers, biologists, arborists and irrigation experts work together to provide comprehensive landscaping and water conservation services from one source – thus avoiding the challenges associated with multiple contractors.
