Montgomery County, Texas

Montgomery County, Texas is the 26th fastest growing county in the United States and 5th fastest growing county in Texas. Home to The Woodlands, Montgomery County is approaching 400,000 persons. With 1653 public water supply entities in the county, almost 87% of the water demand within the county is for public and industrial use. To date, virtually this entire supply of water comes from groundwater. The Lone Star Groundwater Conservation District was established by the Texas state legislature in 2001 for the purpose of conserving, protecting, preserving, recharging and preventing waste of the groundwater resources. TCB was hired as the General Engineering Consultant and prepared the Groundwater Information Management Report as required by the Texas Water Code and developed a web-based well permitting application system using ArcIMS.

TCB also developed a facilities plan for the wholesale supply of surface water and a system of conjunctive use of groundwater and surface water supplies, as well as developed a strategy for a water rate structure that made the cost of water neutral to all users, regardless of the source of water. TCB conducted all of the hydrologic and hydraulic studies associated with this engineering planning study.
